What Key Worker Housing Is

Key worker housing is housing for people whose work keeps public services and local economies running, close to where they work. Some of it is let below the market cost, and some at the market rent with priority or a reserved place for staff. It includes staff accommodation provided by employers such as NHS trusts, blocks that housing associations let to key workers, and intermediate homes let below market rent or sold through shared ownership.

There is no single national scheme. Employers, housing associations, councils and the Mayor of London each set the rules for their schemes.

Who Counts As A Key Worker

National planning policy defines essential local workers as public sector employees who provide frontline services in areas including health, education and community safety. Its examples are:

  • NHS staff
  • Teachers
  • Police and firefighters
  • Military personnel
  • Social care and childcare workers

Westminster Sets Out a Five-Part Plan for Key Worker Homes

The plan sets out five workstreams: more key worker homes in the council's regeneration programme, reformed intermediate allocations, exploring planning changes to raise intermediate supply, a relaunched intermediate offer with partners, and lobbying the Mayor to set eligibility against central London costs. The council said there would also be chances to review the key worker definition.
