How Key Worker Housing Works In London

The Mayor of London sets the income limits for intermediate homes and funds rented homes priced against key workers’ incomes.

Key Worker Living Rent

Launched on 20 January 2026, with rents based on 40 per cent of key workers’ average net household incomes.1 The 2026/27 London-wide monthly benchmarks, including service charges, are £1,156 for one bedroom and £1,301 for two bedrooms, and borough benchmarks are capped at £1,750.2

Households must live or work in London, rent privately or live with family or friends because of housing costs, have a household income of £75,000 or less, not own another home, and be unable to buy locally.3

Where To Apply

The Mayor expects providers to advertise the intermediate homes he funds on Homes for Londoners.2, 4 Councils and other landlords are encouraged to prioritise key workers for Key Worker Living Rent homes during the first three months of marketing.3

The income cap is £75,000 for intermediate rent and £90,000 for shared ownership.5 The schemes below are staff housing schemes for NHS trusts and other employers, with the status of each. Ask the operator or the employer about any of them.

Westminster Sets Out a Five-Part Plan for Key Worker Homes

The plan sets out five workstreams: more key worker homes in the council's regeneration programme, reformed intermediate allocations, exploring planning changes to raise intermediate supply, a relaunched intermediate offer with partners, and lobbying the Mayor to set eligibility against central London costs.
